Prefectures and cities of Japan

Local self-governing bodies in Japan are constituted in two stages which are prefectures level and cities, towns and villages level.
There are 47 prefectures and 10 government ordinance cities which have a population more than 1 million, and government ordinance cities can perform their administration of many fields independently without control of each prefecture.
Moreover, there are about 3600 cities, towns and villages in the whole country.
And their number is changing with mergers every year.
Moreover, 23 special wards are located in the central part of Tokyo.
The special ward has the same autonomy as a city.
The relation between Congress and Administration are unlike the relation between Parliament and Japanese government, and in local self-governing bodies governors, mayors and congress members are elected by residents as the relation between U.S. Congress and President.
All prefectures, ordinance cities some big cities and special wards in Tokyo, they have their English sites which are very convenient for residents and travellers of foreigners .
In addition, Kyoto city, Nara city and Kamakura city they are old capitals of japan and there are many sightseeing places in them.
