Local self-governing bodies in Japan
are constituted in two stages which are prefectures level and cities,
towns and villages level.
There are 47 prefectures and 10 government ordinance cities which
have a population more than 1 million, and government ordinance
cities can perform their administration of many fields independently
without control of each prefecture.
Moreover, there are about 3600 cities, towns and villages in the
whole country.
And their number is changing with mergers every year.
Moreover, 23 special wards are located in the central part of Tokyo.
The special ward has the same autonomy as a city.

relation between Parliament and Japanese government, and in local
